The course is one and half days, each half day session looks at a specific area
Day one – 9:20 am to 12:30 pm
- What subsidy is and why it is claimed, the audit requirements, testing requirements, what it means to get it wrong, extrapolation calculation.
Day two 9:30 am to 12:30 pm
- Cells specific to benefit-type and the rates at which subsidy is paid, being non-housing revenue account (non-HRA), housing revenue account (HRA), Rent Rebate Scotland, and rent allowance (RA) broken down into the many rent schemes currently in operation, which includes an examination of temporary accommodation and exempt accommodation.
Day two – 13:30 pm to 16:00 pm
- Cells common to all benefit-types being backdating, overpayments, extended payments and local scheme and manual adjustments.
At the end of this course all delegates should possess an understanding / awareness of –

- • what HB Subsidy is paid for and how it is claimed,
- • the role of the HB Assessor in getting subsidy correct,
- • the role of quality assurance,
- • deadlines and record keeping;
- • the claim form and the cell requirements,
- • how subsidy is calculated,
- • the subsidy audit, testing and error types,
- • the correct classification of overpayments,
- • the audit trail for manual adjustments,
- • the implications of incorrect assessments / lack of evidence, and
- • common errors made in connection with tenancy types, temporary accommodation, exempt accommodation, specified accommodation, service charges, assessment of income and local scheme payments,
- • the implications of claiming too much, EXTRAPOLATION, or too little subsidy, and
- • how recent subsidy audits have affected subsidy claimed.
